Keynote speaker: Professor Bernard Marr
Bernard Marr is one of the world’s leading experts on strategic performance management and balanced scorecards. He specializes in the identification, measurement and management of strategic performance drivers. In this capacity he has advised and worked with many leading organizations including Accenture, Astra Zeneca, Barclays, BP, DHL, Fujitsu, Gartner, HSBC, NovoNordisk, the Home Office, Mars, the Royal Air Force, and Royal Dutch Shell.

Bernard is also a visiting professor at various universities, chairman of the international PMA IC Group, Intangible Assets Editor of the journal Measuring Business Excellence, and serves on the editorial boards of many leading journals in the field. Until recently, he was a Research Fellow at the renowned Centre for Business Performance at Cranfield School of Management and has just taken the position of chief executive and director of research for the Advanced Performance Institute.

Grant Rule, founder of Software Measurement Services Ltd., argues that the ‘project’ concept is outmoded and harmful, and invites you to focus instead on value streams.

By quantitative management of the overall, repetitive process by which software is developed, maintained or enhanced it becomes possible to analyse how each of the steps in that process contribute to the delivery of value. Measurement can be a difficult process to sell. For one thing, if a company doesn’t have a clear idea of what they will gain from it, why take the time and effort to do it? Experience has shown that companies of all sizes and the people who work in them can benefit if the purpose of the measurement is clear and there is benefit to both the people who have to do the work and the managers who request it. Some various methods have been used by the speaker for different reasons and these will be explored and some options discussed.
Marty took her first software course in 1961 and can say to most audiences that she has been in the software business longer than they have been alive. She was on the working group to develop the ISO standard for a measurement process and is currently on the working group to develop a software standard specifically for small companies.
The Use of alternative Balanced Scorecards within a Strategic Performance Management System

Over the past decade, Kaplan and Norton’s Balanced Scorecard approach has established itself as the Industry solution to Strategic Performance Management. However, not only has Kaplan and Norton’s approach changed incrementally over the years, but it was not the first and only solution. In 2006 Bernard Marr, of the field School of Management, published an alternative approach to Balanced Scorecarding, based on the establishment of Value Propositions. This presentation will provide an overview of what typically constitutes a Strategic Management Performance process, and the experience of the author in deploying a ‘Marr’ Balanced Scorecard within a Business Area of the Aspire HMRC account.

2.00 The introduction of a Measurement Framework into an existing Software Development Environment

Software development within the Capgemini Aspire Solutions Delivery area has long suffered from the absence of an Organisational Measurement Programme and has a cultural approach that focuses on delivery to schedule at the expense of all else. 2007 has seen the introduction of a measurement framework that focuses on:
  • A standard set of lifecycle stages in an organisation, a controlled subset of which each project team must choose to implement.
  • Review and test defect metrics, as these are seen as key in driving productivity and quality gains through the reduction of rework.
  • Effort metrics at the appropriate level of granularity.
  • Progress metrics for effective monitoring and control.

This presentation will outline the problem, the solution, and the lessons learnt in deploying the framework initially through six pilot projects and then into Solutions Delivery as a whole.

Lean management is about delivering value, and reducing waste and rework. It cannot be implemented effectively without judicious use of objective measures, but to be useful such measures must be visible to management.
Metrics should be gathered to inform management decisions. Grant Rule, pioneer of the application of Lean techniques to software process improvement, explores what measures can be used to inform management decisions; how to go about getting them in place; and how to make sure they are visible – and therefore applied – to the decision-making process.

Dr Anthony (Tony) Rollo BA PhD MBCS is a Director and Principal Consultant for Software Measurement Services Ltd. He has worked and taught in the field of software engineering since 1973.He is an expert in estimation & cost modelling with extensive experience of the three main ISO-standard Functional Size Measurement methods. A contributor to the COSMIC Metrics Practices Committee, Tony is a Certified Function Point Specialist in both IFPUG and Mk II Function Point Analysis. He has a strong background in structured programming, analysis and design, both from the practical and academic viewpoints.Tony is a specialist in Performance Benchmarking. He is the Lead Author of the International Software Benchmarking Standards Group’s Standard Benchmarking Process, and a member of the SEI’s Performance Benchmarking Consortium.

    UKSMA UKSMA is a member-run User Group set up in 1988 as UFPUG, to support users of Function Point Analysis methods. Over time, it has evolved into its current form, supporting the use of all the main Functional Size Measurement Methods, and playing a key part in their development.

    Any User Group is only as strong as its members make it, and UKSMA’s survival into the 21st century is a tribute to the contribution of members over the years. Many work in large organisations, others are consultants in the fields of Software Measurement and Performance Improvement.

    Its activities include Conferences, Tutorials, Certification exams, Metrics Practices Committee, Participation in International Software Measurement Development activities such as the ISO/IEC JTC1/SC7 Working Group 12, IFPUG, COSMIC, and are the controlling body for the MkII method of Functional Size Measurement.
    UKSMA is a Member of the International Software Benchmarking Standards Group (ISBSG) and has been instrumental in the development of the ISBSG/UKSMA Support & Maintenance Metrics definitions.

    In addition UKSMA has made significant contribution to the ISBSG Benchmarking Standard Process. UKSMA is able to supply ISBSG Products at a reduced price to its members.
